Setting up notifications
You can't set many of the settings that control how Action Center "Windows" notifications will be displayed, but there are several ways to configure the notifications themselves. 1. Open Control Panel and search for “Local Group Policy Editor”.
2. Go to Administrative Templates -> Start Menu and Taskbar and double-click on Remove Notifications and Action Center. In the window that opens, select the “Enabled” option and click “OK.”

How to enable Action Center in Windows 10 in Registry Editor
